Spatial Address Registration System (SARS) Pilot Project

Spatial Address Registration System (SARS) Pilot Project was tendered by the General Directorate of Population and Citizenship Affairs in 2014. With the project, geographical and non-geographical address data held by the authorized administrations (Municipalities, Special Provincial Administrations and Organized Industrial Zones) were matched with the data in the existing Address Registration System (AKS) and collected from the field in the MAKS database structure and integrated into the system. Within the scope of the project, all of Afyonkarahisar, Yalova, Elazig, Gaziantep provinces and 3 districts in Erzurum city center were selected as pilots.

The project was carried out in three stages. These are Front Office Studies, Field Studies and national address database matching studies.

In the office preliminary work;

  • — Existing data in the possession of the competent authority were taken and examined.
  • — Geographical data was processed according to the SARS database structure.
  • — Geographical data of administrations that do not have geographical data were created.

In Field Studies;

  • — It had been gone out to the field with the geographical data created.
  • — Existing addresses have been checked.
  • — Addresses that are not in the current database are marked for inclusion in the database.

In national address database Matching Studies;

  • — Excess addresses were deleted and missing addresses were added by including the authorized administrations in the process.
  • — Data were organized according to the SARS database structure and integrated into the system.
  • — Technical support was provided for data entry into the SARS database of municipalities.

As a result of the Spatial Address Registration System (SARS) pilot project, it was ensured that the authorized administrations added and updated their address registration processes via the SARS screens. In the project supported by field studies, incorrect records were corrected and missing records were added. The works to be done for the continuation of the project are planned.

T.R. Ministry of Environment and Urbanization Geocoding Project

It was tendered by the General Directorate of Geographic Information Systems of the Ministry of Environment and Urbanization in 2015. The aim of the project is to produce digital bases (Building and Road data) using True Orthophoto images, to associate these produced data with address bases provided by municipalities, to give national address database codes, and to develop software for the administrations to keep the data up-to-date in the next process.

Within the scope of the project, studies were carried out within the municipality borders of Yozgat, Uşak, Gümüşhane, Çorum, Adıyaman, Malatya, Batman and Nevşehir provinces.

Building and Road data were produced on True Orthophotos, and then the UAVT code was given to the data produced by working one-on-one with the municipalities. In this project, in which fieldwork was not carried out, the building-based match rate was 80%. For the remaining data, field work is envisaged.

A web application has been developed so that municipalities can keep their address data geographically as a result of the study. With this application, municipalities have been enabled to enter new address records and update them.
